To install Windows 11 on the latest macOS using VMware Fusion (2023), follow these steps:

* Download and install VMware Fusion on your Mac via this link: https://shrtm.nu/jRo
* Download the Windows 11 ISO file from the Microsoft website: https://shrtm.nu/jRn
* Open VMware Fusion and click Create a New Virtual Machine.
* Select Custom (advanced) and click Continue.
* Select Windows as the operating system and click Continue.
* Select Installer disc image file (iso) and click Browse. Select the Windows 11 ISO file that you downloaded and click Open.
* Click Continue.
* Customize the virtual machine settings as needed. For example, you can specify the amount of RAM and CPU cores to allocate to the virtual machine.
* Click Create.
* Power on the virtual machine by clicking the Play button.
* Follow the on-screen instructions to install Windows 11.
* Once Windows 11 is installed, you can install VMware Tools to improve the performance and functionality of the virtual machine. To install VMware Tools, click the VMware menu and select Install VMware Tools.
